Bulgaristan Hekimler Birliği, Ulusal Sağlık Sigorta Kasası ile 2020 Ulusal Çerçeve Anlaşması konusunda müzakereler yürütüyor.
Bulgaristan Hekimler Birliği (BLS) Başkanı Dr. İvan Macarov, basına yaptığı açıklamada, örgütün taleplerinin NZOK’a sunulduğunu bildirdi.
Ana talepler arasında yaklaşık 220 klinik yol çerçevesinde karşılanan sağlık hizmetleri maliyetlerinin yüzde 17-18 oranında artırılması bulunuyor. Bu klinik yollar, her alanda uzman hekimlerin sunduğu hizmetleri kapsamaktadır, çünkü onların karşılanan maliyeti Batı Avrupa ülkelerine kıyasla çok düşüktür.
Dr. Macarov,”Uzun yıllardır karşılanan maliyetin tutarı düşük olan klinik yollar için bu orandan daha yüksek tutarda maliyet gideri karşılanabilir” diye izah etti.
Diğer öneri, yeni mezun olan genç hekimlerin uzman hekimlerle birlikte çalışabilmesi yönündedir.
Bulgaristan Hekimler Birliği Başkanı’nın ifadesine göre, NZOK tarafından karşılanan sağlık hizmetlerinden elde edilen gelirlerin minimum yüzde 30’u hekimlerin maaşları için harcanması üzere garanti altına alınmalıdır.
Bulgaristan Hekimler Birliği’nin talepleri, önleyici muayeneleri de kapsamaktadır. Dr. Macarov, önleyici muayenelerin kanuna göre zorunlu olduğunu ve maliyeti, öngörülen tavan miktarı aşan muayeneler yapılması gerekliyse, yapılması gerekir ve aile hekimlerinin gerçekleştirdiği önleyici muayenelerin maliyeti, tavan miktarı aşması durumunda onların maaşından kesinti yapılmaması gerektiğini izah etti.
Bulgaristan Hekimler Birliği, hastaların acil tıbbi yardıma ihtiyacı olan ve aile hekiminin çalışmadığı durumlarda, hastanın ülkenin başka bir şehrinde bulunduğu zamanlarda da dahil olmak üzere en yakın hastaneyi ziyaret etme hakkına sahip olması için kanunda değişiklik yapılmasını talep etti.
Dr. Macarov,” Acil yardım hizmetlerinin bir yabancı için ücretsiz olması halinde bir Bulgaristan vatandaşı için aile hekiminin çalışmadığı veya başka bir şehirde ikamet ettiği durumlarda ücretsiz olmaması mümkün değildir” diye izah etti.
Bulgaristan Hekimler Birliği’nin başka bir talebi de aile hekimliğinde muayene olan 65 yaş üstü emeklilerin ve çocukların da ücret ödemesidir.
Aile Hekimleri Birliği üyesi ve Bulgaristan Hekimler Birliği Başkan Yardımcısı Nikolay Brınzalov, aile hekimliğinde muayene olan 65 yaş üstü emeklilerin ve çocukların 1 leva ücret ödemesini, ücretin kalan miktarının devlet bütçesinden karşılanmasını önerdiklerini açıkladı.
