Hükümete kilit destek veren Vatansever Cephe koalisyonu, 2008 yılında kaldırılan zorunlu askerliğin yeniden uygulanmasını istedi.
Bulgaristan Başbakanı Boyko Borisov’un üçlü koalisyon hükümetine dışardan kilit destek veren ırkçı ve aşırı milliyetçi Vatansever Cephe (PF) koalisyonu ülkede 2008 yılında kaldırılan zorunlu askerliğin yeniden uygulanmasına ilişkin hazırladığı yasa tasarısını parlamentoya sundu.
Borisov’un iktidarda kalmasını sağlayan desteğine karşılık popülist girişimlerde bulunan PF, önerisi ile toplumda ve siyasi çevrelerinde tepki uyandırdı.
Yasa tasarısında 19 yaşından gün almış gençlerin 6 ay zorunlu askerlik yapmalarını isteyen PF, silah taşımayı reddeden, okur yazar olmayan ve inanç temelli bahaneleri olan gençlerin 1 yıl askerlik yapmalarını talep etti.
PF Eş başkanlarından Krasimir Karakaçanov, “Avrupa’daki güvenlik durumun parametreleri kötüye gidiyor. Komşu Türkiye ve Yunanistan’da askerlik zorunluluğu var. Avusturya askerliği 9 aydan bir yıla çıkartmaya çalışıyor. Litvanya da zorunlu askerliğinin geri getirilmesini tartışırken Bulgaristan da ciddi karar almalı.” dedi.
Yasa tasarısının gerekçeler bölümünde süreli askerlerin devlete olan maddi yükünün paralı askerlerinden daha az olduğunu savunulurken, kadrolu bir askerin aylık masrafının 600 avro, süreli askerin ise sadece 200 avro olduğu öne sürüldü. Ön hesaplara göre, nüfusu 7 milyonun altında olan Bulgaristan’da her yıl yüzde 20’si düşük eğitimli veya eğitimsiz olmak üzere 30 bine yakın genç askerlik yapabilecek.
Savunma Bakanı Nikolay Nençev, 2004 yılından bu yana NATO üyesi olan Bulgaristan’daki ordunun tamamen profesyonel olduğunu anımsatarak, kadın-erkek eşitliğinin zorunlu askerlikte de uygulanması gerektiğini dile getirdi. Nençev, PF’nin hesaplarının yanlış olduğunu belirterek, ülkedeki kadrolu askerin bütçeye aylık yükünün 700 avro, sürelilerinse bin 116 avro olduğunu açıkladı.
Parlamentoda temsil edilen diğer siyasi güçler milliyetçilerin yeni inisiyatifine karşı çıkarken, Milli Güvenlik ve Savunma Komisyonu üyeleri ülkedeki profesyonel ordunun gerekli güvenlik ihtiyaçlarını karşıladığını kaydetti.
Popülist söylemlerin sözcülüğünde son dönemde geri plana çekilen ATAKA (Atak) partisinin yerini alan PF ise kilit karar sahibi olacak Başbakan Boyko Borisov’un Bulgaristan’ın Avrupalı Gelişimi İçin Vatandaşlar (GERB) partisini ikna edebileceğine inanıyor.
PF, benzer taktikle daha önce aşırı İslami propaganda yapanların ve “peçe-burka” giyenlerin cezalandırılmasını öngören yasaları da parlamentodan geçirmeyi başarmıştı. PF’nin diğer Eş Başkanı Valeri Simeonov, “Zorunlu askerlik meselesinin çözümü GERB ile biraz daha titiz bir görüşmeye bakar.” dedi.
