Bosna Hersek’te 1992-1995 yılları arasındaki savaşta Boşnaklar ve Hırvatlar arasında çatışmaların yaşandığı Mostar kentinin geleceği, ülke gündemini yeniden meşgul etmeye başlarken, son günlerde şehirde düzenlenen provokatif eylemler tartışmalara yol açtı.
Savaşın ardından altı belediyeye bölünen ve bu şekilde yönetilen Mostar’daki bölünmüşlüğü sona erdirmek üzere dönemin Bosna Hersek Yüksek Temsilcisi Paddy Ashdown tarafından 2004 yılında düzenlenen 55 maddelik “Mostar’ın Statüsü” ile Mostar tek belediye haline getirilmiş, icranın başı belediye başkanı, yasama organı ise şehir konseyi olarak belirlenmişti. Ancak söz konusu düzenlemenin Hırvatların karşı çıkması nedeniyle hala onaylanamaması, kentteki birçok şeyin “kilitlenmesine” ve “dondurulmasına” neden oldu. Statüyle ilgili bu sorun yüzünden 2008 yılından bu yana şehirde yerel seçim yapılamadı. Kentteki yönetim boşluğu, o dönemde seçilen yönetimin görev süresinin 2012’de dolması ve şehir konseyinin bulunmamasından kaynaklanıyor.
Her ne kadar şehrin içinden geçen zümrüt yeşili Neretva Nehri üzerindeki tarihi Mostar Köprüsü savaşın ardından onarılıp şehrin iki yakasını birbirine bağlamış olsa da aradan geçen on yıllara rağmen gönüllerdeki köprü henüz kurulamadı. Doğu yakasında Boşnakların, batı yakasında ise Hırvatların yaşadığı şehir adete görünmez bir Berlin Duvarı ile ayrılmış durumda.
Bu yılın sonuna doğru ülke genelinde yerel seçimlerin yapılacak olması, iki halk arasındaki gerginliği de arttırdı.
Mostar yakınındaki Planinica Dağı’nın zirvesine Hırvatistan bayrağının ortasında bulunan ve “sahovnica” olarak adlandırılan kırmızı-beyaz karelerin çizilmesi, özellikle şehirdeki Boşnakların tepkisini çekti. Provokasyonlar bununla kalmadı. Kimliği belirlenemeyen kişi veya kişiler önce tarihi Mostar Köprüsü’nde bulunan ve üzerinde “93’ü Unutma” yazılı taşı nehre attı, ardından üzerinde köprünün inşası sırasında katkıda bulunan ülkelerin yazılı olduğu tabelaya zarar verdi.
